No One Signed the Death Certificate

The Pregnancy Risk Assessment Monitoring System has been killed without being killed. The CDC team has been on administrative leave for thirteen months. The 2023 dataset, finished and ready, was never released. The OMB paperwork moves forward while no one operates the program. Action through omission, named.

The Project

PRAMS is being killed without being killed.

This is the second installment of The Quiet Dismantling — Labora Collective's running investigative series on the operational destruction of federal women's, maternal, and reproductive health infrastructure under the second Trump administration. The first installment covered Title X. This one covers the Pregnancy Risk Assessment Monitoring System (PRAMS): the thirty-eight-year-old, federally coordinated, state-administered surveillance system that covered eighty-one percent of all U.S. live births until last year.

There is a way to kill a federal program without admitting you killed it. You don't pass a bill. You don't hold a vote. You don't issue a statement. You send everyone home on "administrative leave," you leave the office lights on, you keep the paperwork moving through the system — and a year later, when someone finally asks what happened to the data, you say it will be released "at a later time." That is what is happening to PRAMS. And it is the same method as Title X. We're going to start calling it by its name: action through omission.

The Central Thesis
"You cannot count what you have agreed not to name. You cannot fund what you have agreed not to study. You cannot reduce a disparity you have agreed does not exist."
— Dr. Yamicia Connor · The Quiet Dismantling · Installment 2

This Deep Dive is the canonical reference for the field: the full thirteen-month timeline, the parallel erasures across the rest of the federal building, Labora's methodological pivot to all-cause mortality and hospital utilization proxies when the gold-standard instrument is suppressed, and three scenarios for what comes next.
